The key to earning a Facebook Timeline cover image is the measurements. Or, much more particularly the ratio of the size to width, known as the Element Ratio. A bit of study turns up that Facebook's excellent ratio is 851X315. Not certain why it's 851-- that seems a bit odd to me. 850X315 functions penalty.
To accomplish this with Picasa, you need to establish a personalized aspect proportion. On either the Crop measurements drop-down box, or the page Style drop-down box, you'll see the capability to 'Add Customized Facet Proportion' at the bottom of the checklist.
