The secret to making a Facebook Timeline cover photo is the measurements. Or, extra specifically the ratio of the size to size, known as the Facet Proportion. A bit of research turns up the fact that Facebook's excellent proportion is 851X315. Not sure why it's 851-- that sounds a bit odd to me. 850X315 works fine.

To achieve this with Picasa, you need to establish a personalized aspect proportion. On either the Crop dimensions drop-down box, or the page Layout drop-down box, you'll see the capability to 'Add Custom-made Aspect Ratio' at the end of the checklist.
